Carl Cowan serves as the Director of Emergency Management at Harvard Medical School, where he spearheads comprehensive preparedness, response, and recovery initiatives. He possesses a Master’s degree in Healthcare Emergency Management from Boston University and is a current Ph.D. candidate at the University of Massachusetts Boston. He also serves as an intermittent federal employee with the National Disaster Medical Service, and is the Secretary / Treasurer of the International Association of Emergency Managers Region 1 Committee. Carl's work consistently focuses on fostering cross-sector collaboration and empowering communities through participatory research to enhance crisis readiness.
