I am Hamid Reza Nikvan, an experienced Utilities Water and Wastewater Director with over 15 years in municipal utilities and a track record of leading water and wastewater recovery efforts post-disasters. I specialize in disaster preparedness, operational resilience, and water system recovery. I have worked on several high-profile projects to restore services quickly and efficiently following hurricanes and other crises, ensuring that communities have the resources they need in the aftermath of a disaster. My work focuses on innovating practices and preparing systems for future resilience.

As a Utilities leader (Environmental Services) with over 17 years of private and public operation and senior management experience, I’m directly responsible to provide business and project development services, planning and implementing the Capital Improvement Program, Engineering services, maintaining client contacts, Operations, and Maintenance, Oversee over $200M budgets, mentor professional staff members, implementation of best management practices, preparation of technical specifications and public bidding documents.

Responsibilities included the management of over 30 construction contracts and overseeing budget & operations. The operating units of the Utility consisting of the Water Treatment Plant, Water Distribution, Wastewater Collection, and Citywide Facilities operation and maintenance are direct reports.

A results-oriented leader specializing in organizational management administration, budget development, personnel leadership, and the successful execution of priority initiatives, projects, and programs. Extensive experience in the design, management, and operations of public utilities.

Expert in management of Utility systems, Electrical, SCADA, Control and instrumentation, Advanced Metering Infrastructure (AMI), Building Automation Systems, and Facilities, with invaluable managerial experience. Highly focused with comprehensive knowledge and understanding of various sectors. A consistent track record of successfully employing best business practices that improve efficiency and reduce operating costs whilst increasing productivity by utilizing a Computerized Maintenance Management System (CMMS).
