William Turner joined the Connecticut Division of Emergency Management and Homeland Security (DEMHS) in March of 2022 as the State Emergency Management Director. Bill oversees the coordinated, integrated program for state-wide emergency management and homeland security, including coordination of the state response to emergencies, strategic and operational all-hazards planning; community preparedness; exercise and training; and grants planning and program management.

Prior to joining DEMHS Bill worked for the Chester County Department of Emergency Services (PA) as the Deputy Director for Emergency Management. Prior to becoming Deputy Director Bill worked as an Emergency Planning Coordinator developing all hazards emergency management plans and then as the Program Manager for the Homeland Security Grant Program representing Chester County’s participation in the Philadelphia Urban Area Security Initiative (UASI) and the Southeastern Pennsylvania Regional Task Force.

During the 2020 Presidential and 2021 Municipal Elections Bill was appointed as Acting Director of Chester County Voter Services to lead the department that administers elections for Chester County. Bill also served in the Deputy County Administrator position in the Chester County Commissioners Office before accepting the new role in Connecticut. Bill is also heavily involved with the Emergency Management Accreditation Program (EMAP) and serves on the Commission and is the Vice Chair of the National Emergency Management Association (NEMA) Resilience Committee.
